Abstract
Jay plans to return to America in the spring and would like to see Jefferson take his place. Jefferson's talents and reputation in America would stand him in good stead in Europe. Hopes America will be united and a strong administration. Many nations in Europe would rather cultivate differences in America than conciliate them.
