Reports on Barclay's letter bearing news that Emperor of Morocco has given
orders that American ships entering his ports shall pay no more than 5% duties on
merchandise delivered. Suggests that Barclay's report be published and furnishes text
for suggested letters to the Emperor and Chiappi, American agent in Morocco. Suggests
that Chiappi be paid for his services. Also, suggests that the Emperor of Morocco's
friendly disposition offers opportunity for asking him to use his influence at Turkish
Court and persuading the Porte to use his influence with the Barbary nations in ending
the hostilities with the U.S. The Porte's present financial embarrassment and lapse of
"Respectability" would make him all the more open to such a
suggestion.
