- Abstract
- The War Board has contracted with a Mr. Penet to manufacture 100,000 fire arms. Mr. Penet says it is a necessity that Mr. Wendel, an artillery man of great merit in the French Army, be sent for to superintend the operation. Pickering suggests that he be offered the rank of Lieutant Colonel as an inducement to come to America.
