- Abstract
- The proximity of the two powers in North America make contact between them inevitable. Wants conciliation. Authorized to make a temporary convention basis of reciprocity until new circumstances can be seen in light of British navigation acts. Virtual reciprocity. Britain can give but not literal reciprocity. British not bound to admit West Indian products in American vessels. This point affects her entire political system. In treaty with France, America is allowed no direct contact with her West Indian islands. Orders have been given for almost universal admission of American articles. Britain has taken the lead here.
