Summary:
By an act of 14 May 1777 Congress designated the wages of the officers of the Quarter Master General's Department. They are no longer adequate because of the depreciation in the value of the currency and decline in public spirit. It will be impossible to keep an adequate number of men unless the pay is increased. Men of activity, judgment and character are needed. The wagon masters are also in need of a pay increase if we are to keep the honest and hard working men needed for this job. Also difficult under the circumstances to get a man for Deputy Quarter Master General. Qualified men will not take these jobs without better pay.
