- Abstract
- Have received the ratified treaty from America and ready to exchange ratifications with Hartley. The treaty calls for the withdrawal of British troops and that no Negroes be taken from America. Correspondence between Washington and Carleton (enclosed) indicates that this provision has not been obeyed. Protest this action to Hartley. Ask for a three year delay in repaying debts to Britain since the destruction of British arms during the war has made it impossible to repay debts immediately. Want all British troops out of America within 3 months after the treaty signed except the northwest posts which shall be evacuated when Congress shall designate.
