Abstract
The lands of the loyalists were confiscated by the states and the states alone have jurisdiction over the question. Not possible even to consider the restoration of Tory property and no compensation can be thought of unless on the British part they will agree to repay American citizens for the heavy destruction they sustained at the hands of the British. They have also agreed to a liberal general a mnesty. If the war should be continued because of the American position on the Tories, it is to be hoped it will be less rigorous.
