During negotiations had insisted on stipulation for restoration of property to loyalists, those still in North America under British protection as well as refugees in Europe. Denied by American negotiators. Asked for agreement on reciprocal amnesty, including those held in captivity for offenses perpetrated after the war started. Also refused specific answer. Must insist on these stipulations befor e continuing negotiation process. Including draft of Mr. Strachey's letter to the American commissioners on the same subject, dated November 5 1782.
