Abstract:
Notes respecting the ports. Same as NNC: 8523 No order for evacuating forts could be expected until Treaty of 1783 completed and its terms made known to officials in various parts of Empire. Therefore, non-withdrawal from posts before July 1784 no violation of Treaty. But, new legislative acts--in no way sustaining the status quo during the cessation of hostilities--were enacted in Canada after knowledge of the terms agreed upon was common, "avowedly intended to defeat the execution of those terms when the treaty should be concluded and ratified, and in their operation necessarily producing that effect." Hence, there can be no doubt as to who first violated Treaty--"if that discussion were now necessary or useful."
