Abstract
Dutch inclined to favor France and America, but have many fears and are "embarrassed with party quarrels." Some think the Cornwallis news will produce a Congress at Vienna, but not I as the English will need many more humiliations before willing to treat with us upon any terms we can accept. What is the true reason for the delay of Spain? Her example is having a bad effect here.
