Abstract
Franklin gives Adams advice as to what expenses are to be considered public expenses--hence payable by the government rather than out of minister's salary, House rent is to be paid by State. In reply Adams agrees with Franklin that Minister's rent and official expenses should be paid by the public--otherwise they could not live in the manner expected of them by Europe or America.
