- Abstract
- Best way to weaken England is to hit her trade. If possible, see if you can get ships to intercept the West India Fleet, as England needs the sailors from same for a "press" to man the Channel Fleet. Surprised Spain has not thought of this herself. Something should be done about Portugal, as her ports are "as advantageous to England" as her own. The allies should insist upon one rule for all or for none. The expedition for the West Indies looks well.
