Abstract
The powers of the ordinary civil magistrates do not seem sufficient to preserve the peace of the state. Commissioners may be necessary. Discusses the Confiscation Bill. Some of our friends are disappointed with the proceedings in Congress on the Vermont business. The last election brought a change to the legislature. Almost two-thirds new men.
