Abstract
While he supports Philip Schuyler's appointment to Congress, he doubts the wisdom of his taking his seat before his trial is concluded. Accession of states to Articles of Association is delayed by dispute over territorial claims to West. General Stark of the so-called state of Vermont, treats New York settlers like Tories. Urges Jay and Livingston to attend Congress to plead the case of New York. A sks Jay's opinion on currency regulation and the use of loan funds expected from France.
