Summary:
Reports on progress concerning matters discussed in Randolph's letters of 30 June and 2 July. John Jay's attendance at Convention and de Moustier's trips out of New York have delayed any action. Before de Moustier left for Boston, agreed to let things stand until his return. As Consular Convention never was ratified, consuls in U.S. have only authority claimed under Law of Nations and Acts of particular States. Feels this questionable as "national objects should be regulated by national laws." Will write further after Count's return.
