- Transmits memorial of Jesse Lawrence concerning trespasses committed against him by citizens of Massachusetts on the Island of Sable. Lawrence first brought case through Sir John Temple, but John Jay suggested to him that a memorial to Congress would bring speedier results. Asks Congress to act with dispatch as "the man seems to be very poor". Considers matter important. Should refer Memorial to th e Government of Massachusetts for full inquiry.
