- Autograph letter signed. Encloses copy of an act of Congress (document 6403) adopting regulations proposed by the Russian Empress. Jay has notified Spain of Adams's appointment to take care of business committed to Laurens and has asked Spain's friendly influence to promote Adams's operations. Has also asked his friends the Messrs. de Neufville to give Adams all the aid they can.
