Johnson (Governor of Maryland) has received John Jay's, enclosing an Address which Johnson suspects John Jay wrote. Had not thought the defense of Philadelphia would be so difficult, but the militia is tired. Congress to leave Baltimore. Johnson thinks that Maryland is too democratic; he has resolved "not to have anything to do in an Executive whose powers are much inadequate to the Ends of its Ins titution." If others are convinced by experience of what he is convinced by theory, "we may in Time get Things to rights."
