- Abstract
- Canadian support, so essential to the success of the American expedition, will collapse at the first set back to the American cause. New England troops are poorly disciplined, their officers are incompetent, and the men drift off after receiving their enlistment pay. American negotiators with Canada do not understand the sophisticated people with whom they deal. Send some other representatives, and Livingston will accompany them to see the Canadians.
