passages. Vessels have not yet sailed from L'Orient because the wind still, blows from
the west. Although Livingston does not doubt the honesty of the captains, he does not
think he should leave the papers with them until they sail, and there is no reliable
American with whom he can leave them. Livingston awaits Jay's orders, which will
undoubtedly be for him to return. Mentions American allies' success in the West Indies.
