Have received from Jay 22 thousand 237 hundred amounting to the two drafts drawn on Jay by Bonfield. Cabarrus and Lelannes, employed to pay the public drafts drawn on Jay, paid the drafts. However, they did not notice that these were special drafts and consequently not included in Jay's instructions. This mistake has been carried in the public accounts since we were careful to withdraw the drafts.
