Livingston has been visited by a sailor who had been held captive by the Algerians and finally escaped when the Algerian vessel on which he was an oarsman was taken by a Spanish ship. The man tells of meeting one John Livingston, who was working on the fortifications and was closely guarded. He asks Jay's assistance in establishing communications with the British consul in Algeria to determine the truth of the story.
