- Abstract
- Letter signed. Encloses the plan for a national bank (not present). Reasons for its establishment. Morris has written to Franklin and has asked him to persuade the French to further Jay's negotiation. Jay can communicate with Franklin through Major Franks. He has also written to Marbois so that he will write to the French Ambassador in Spain. Marbois has written and has honestly explained the Ameri can predicament and their arguments. Morris has also contacted Don Francisco Rendon and expects that he will also write to Spain. The main responsibility however, rests on Jay. It is possible that money may be obtained from Portugal. In consequence of Morris' letter of the 9th, Congress passed a resolution of which Morris encloses a copy. Major Franks has been honorably acquitted of all improper connections with his late general (Arnold).
