- Abstract
- Encloses letters which came by a French Ship to New Hampshire under cover to Morris by Mr. Livingston; Morris believes the letters are from England. Lists the supplies which have arrived: 6,800 muskets and 2,100 gun locks in Philadelphia. 633 bbls powder in Maryland and 12,000 muskets and 1,000 bbls powder, blankets and clothing in Portsmouth. France has offered our commissioners a two million livr e loan without interest; to be repaid after independence. No security or condition required. Loan accepted, 500,000 livres received Jan. 20; 500,000 to be paid every three months. Expects general war in Europe this summer.
