Abstract
Congratulates Adams on the accession of Friesland and the likelihood of the remainder of Holland following suit in recognizing independence of United States. Spain still delays, and he can offer but slight hope of a favorable conclusion of his attempts to win recognition. Thanks Adams for hint respecting the 10th Article--has already been attended to. Protest of bills drawn on Jay occupies most of his attention, will write later at greater length.
