- Encloses a letter which a messenger was unable to deliver to him at the House of Lords. Has decided to risk blame for acting without consulting his "official brethren;" has therefore reverted to his first plan and asks that the enclosed letter be laid before his Lordship with this one. Note at top of letter: "To Miss Jay from W. J. Kip."
