- Abstract
- Received Jay's letter of the 18th with an enclosure for Floridablanca. More details on capture of English convoy by Cordoba. Rumors respecting Portugal still continue, and he hopes that Mr. O Dun (sic) has made serious proposals to the Court at Lisbon. Carmichael believes they should have declared war on Portugal three years ago. Asks Jay if he thinks credit sent by Franklin is for the two of them. If it is he will be in bad shape financially.
