- Abstract
- Public opinion in England is strongly anti-American. The ministry begins to wish commercial arrangements, but barely holds the Commons in tow. As a result the nation is nearly in anarchy. Maryland's high duties on British goods nearly eliminate their entry; other states should follow this lead. The distresses of the West Indies make a powerful argument for trade concessions to the United States.
