Abstract
Cites indications that both sides desire peace, but there are many Americans who wish to continue the war until the public debt is secured and hatred for the English is increased - "for they have still a powerful party among us." Makes a comment on the "Campaign" which is in cipher. Carleton has informed Washington of the ministry's desire for peace. Franklin's supporters gain influence in Congress , while that of the Lee-Izard junto declines. Carmichael's supporters seek to make him Secretary to the minister at Versailles.
