Abstract
Carmichael finally arrived with the public accounts, which Jay hopes to settle before leaving Europe. Young Mr. Norris is here; hopes he will not be spoiled by sojourn in Europe, as some young Americans have been. If delays in ratification and commercial difficulties serve to unite the United States they will perhaps prove to be blessings.
