- Abstract
- The United States is almost completely dependent upon the foreign loans to sustain them in the war effort. The allotments of taxes have been sent to the State governments, but he doubts that the states will be able to comply, except for Pennsylvania. Virginia has been reduced to collecting taxes in kind. Urges John Jay to write in cipher to Franklin concerning this, and the desperate need of Congre ss for assistance.
