- Abstract
- Copy, largely in cipher, in Jay's papers. Informs Galvez of Morris's appointment as Superintendent of Finance and of the plan to erect a national bank through which the credit of Continental currency will be sustained. Asks Galvez's aid in obtaining specie and encloses bills of exchange for this purpose. Also has sent flour on the frigate which will carry this letter. The flour will serve to establ ish a balance to secure the repayment of the bills. Any export duties which the King of Spain sees fit to impose will be settled through Hay at Madrid.
