Abstract:
As the United Provinces are not yet able to acknowledge the independence of the United States, [de Neufville] hopes to cultivate private connections with them. Sent information to Jay in Philadelphia; wants to know if he received it before he left for Europe. Will give more information on situation in Europe if Jay wishes. Orders will come safely through the Dutari brothers.
