Abstract:
Received last letter and find terms for paying bills noble and generous. Wishes he could avoid repayment problems but absence of Mr. Laurens was unforeseen by Congress. If De Neufville could make a loan in the Netherlands for the United States to repay the bills, Congress would be very happy. Has not yet heard from Dr. Franklin on this issue. Also has bills drawn on his own name and so cannot help them himself.
