- Abstract
- Will pay all the bills drawn up for Cabarrus; has obtained promise of six millions for the year, to be paid quarterly. Asks for complete list of bills accepted by Jay, paid and unpaid. Congratulations on "the change in sentiment in the British Nation." British apparently willing to make separate peace with America, excluding France, Spain and Holland; believes latter two can be excluded but not Fra nce. Holland moving towards recognition of America, but since Spain seems unwilling to extend friendship, wishes all the loans to them repaid as quickly as possible.
