Abstract
Last September 6 wrote a letter on behalf of the Emperor of Morocco to Congress, but has not yet received an answer. Sending another copy of the letter in case it was mislaid. Hopes to show the Emperor that the United States are willing to freely enter Moroccan ports under their own flag as they did under the English. Has offered to Mr. Franklin to ac t as a go-between for the two countries. If Congress wishes to be at peace with Morocco, they should instruct the captains of their armed ships to let pass the ships sailing under the flag of the Emperor.
