Abstract
Jay submits treaty propositions: 1. peace and friendship with each other forever; 2. most favored nation privileges in commerce; 3. protection of each other's vessels; 4. no entrance into ports from which the vessels of most favored nation is excluded; 5. will accept Spain contraband list; 6. the U.S. will forbear to use the Mississippi from 31 degrees to mouth (Jay's comment: hopes the disadvantag es of this article will be alleviated by the grant of a free port or some other compensation). 7. Spain and the U.S. will guarantee each other's territories.
