- Abstract
- French translation of document 4166. Jay left for Spain with sanguine hopes for a treaty and understood on his arrival that it turned on America's giving up the right to navigate the Mississippi to its mouth. Jay now has instructions to agree to such terms as will remove all difficulty on this point. Jay now hopes for union and wants to begin a negotiation with an authorized person. Enclosure in Ja y's letter to Montmorin of this date (document 4009).
