Gives assignment of Supreme Court justices to circuits. Prefers to observe ancient usages in reception of Supreme Court justices. In New England the custom of having a clergyman present should be continued. Ju stice to be received in same manner as judges of the state supreme courts. No mode of dress has been prescribed. Jay wishes to reside in a clean inn; doesn't care about the food.
