- Abstract
- The demands of the present war prevent Spain from accepting the bills of 100,000 pounds and providing specie for them. Will accept payment of this amount over a two-year period with interest. If the plan agreeable, the U.S. should in return build some frigates and other small vessels and equip them. These vessels can transport the specie themselves wi th American crews and under Spain colors. The prizes taken from the English by these vessels will be the property of the crews or Congress.
