Abstract
On consular convention with France: It was laid before Congress on 6 June 1785. Jay's report on it was made on 4 July 1785. In November of 1785 there was a new election and when the new Congress met more pressing matters had to be taken care of first. Only on March 24, 27 and 28 were nine states present in Congress so those were the only days on which the convention could have been decided on. Jeff erson should present this information to the government of France and apologize for the delays. Congress will act as soon as it can.
