- Abstract
- Recommends Mr. [ ] Ross to Jay for financial assistance. Ross was commissioned by Congress to purchase supplies for the army. After he incurred indebtedness on this account, the shipments of tobacco sent to establish a balance for him, were seized by the enemy. Consequently he is distressed to find that he cannot settle the amount due. He is worthy of any assistance Jay may be in a position to extend.
