Abstract
The lack of their flax lands in Long Island and Westchester make it nearly impossible for them to respond to Congress' requisition for clothing for troops. At the same time the presence of refugees in the up river counties has created a drain upon the economy of the unoccupied portions of the state. They write at length to insure that Congress does no t depend upon New York's success in filling the requisition.
