Waiting for the ratification of his last loan. Joint dispatches show all the information obtained concerning the power of the Barbary States and the costliness of their friendship. Must proceed slowly; the cost of insurance and the cries of American sailors captured by pirates urge negotiation. Considers appointment of ministers to Madrid, Versailles and the Hague instead of all Anteuil, Passy and Paris. St. James appointment advised: "the measure of sending a minister to England appears to me the corner stone of the true American system of politics in Europe"- let us preserve friendship of France, Holland and Spain; in case of a war between France and England, let us preserve our neutrality. To avoid war with England, let us take diplomatic steps to place the intercourse between the two nations on a certain footing.
