- Abstract
- Appointment with Carmarthen yesterday; handed his Ladyship some Memorials, conversation on the treaty subjects, no answer to most questions, comment only with regard to the posts and debts, "To be sure, nothing could be done until the debts were paid." Implication that the Government was standing in the way of debt payment and therefore was responsibl e for the debts. Discussion of Negroes, duties, fisheries. "It is not worth your while nor mine to endeavor to recollect more particularly this useless conversation." Advises passage of navigation acts. There is a party in England which would "willingly embarrass Mr. Pitt in any rational plan of agreement with me, and cheerfully precipitate him into war with the United States if they could, well knowing that it would be his ruin." Stock rise in England makes it more difficult for the Minister to do what he may think right with America.
