- Abstract
- France and Holland have signed a treaty of defensive alliance; British attempts to prevent it were in vain, now well known and published; British prestige suffers from the treaty and from loss of Empire on the Seas. Pitt "is but a tool" and unsteady in his American politics; Carmarthen is a cypher. Adams will press for evacuation of the frontier posts at this opportunity. British people are dispirited and discouraged; he sees nothing to prevent America from encouraging States own manufacture and navigation, looking to France for treaty of commerce.
