Abstract
Carmarthen assures Adams that a Minister Plenipotentiary will be sent to Congress as soon as a proper person for the post can be found. Conversation ensued upon the subject of posts, debts, etc. The answer to the Memorial of the 30th of Nov is the expression of Ministry's true intentions; Adams suggests repeal of laws concerning the repayment of debts , and "private honor and conscience are out of this question" as well.
