- Abstract
- Recommends that John Jay give some foundation to the widespread rumor in British camps that the Americans had promised a pardon to those who joined the British by issuing a proclamation to that effect. The Americans should also take measures against those raising companies for the enemy. Washington has been successful in New Jersey. Few troops have ar rived in lower New York, but Duer thinks it "good Policy to put on a bold Face" by harassing the enemy with scouting parties in lower Westchester County.
