- Abstract
- Gives Bayard directions concerning the exercise of his duty as American agent for claims and appeals. Bayard should keep proper, accurate, clear, and complete accounts and statements of cases. Cases should be classified according to their "discriminating and governing principle and merits." Bayard should select one or two in each class for the opinion of counsel, and send these opinions in writing to the Secretary of State. Those cases which have a prospect of success should be put as speedily as possible in a state for decision. The claim and appeal of cases which will probably be unsuccessful should also be filed, but, if possible, should not be acted upon until instructions are received from the Secretary of State. Bayard should point out the documents and missing proofs to the Secretary of State as well as to the claimants or owners. If agents have been appointed by the owners, Bayard should cultivate good relations with them. Jay as well as Sir William Scott and Dr. Nicholl will always be glad to help Bayard.
