- Abstract
- Acknowledges receipt of 25 March. Bayard is always interested in receiving American newspapers, particularly when national affairs are at a critical point. He indicates his disapproval of a Congressional resolution introduced by Mr. W. Clay on 17 April, because it risks war with Great Britain just at a time when differences can be settled amicably. Th e decisions of the Lords of Appeal, which reversed several sentences of condemnation, have been as favorable as could be expected. Only in the case of the Sally-Choate have orders been declared conformable to the laws of nations. Bayard is certain that Dr. Nicoll, appointed by Great Britain, will be a just and able Commissioner. As far as he knows, the other appointee, Mr. Anstey, is equally suitable.
